With the development of market economy and China’s accession into the world trade organization, China’s agricultural development has entered into a new stage, Promoting agricultural and rural economic structure strategic adjustment, the development of rural economy, increasing farmers’income, more and more rely on scientific and technological progress and the improvement of the quality of farmers. Facing the increasingly fierce international competition, improve agricultural extension work, to provide a variety of agricultural services to thousands of farmers, accelerating the transformation of scientific and technological achievements into practical productive forces, and improve the agricultural extension system, comply with the WTO Agreement on agriculture, is beneficial to reduce agricultural production cost and improve the quality of agricultural products, enhance the competitiveness of agriculture in China. In management of agriculture, the agricultural extension personnel as a fully active resources in the core position, in order to create a good working environment and provide a stable social security, as well as the tendency of promotion preferential policies, to arouse the enthusiasm of extension worker, and play a link role between science and technology research and realistic social function, improve the speed of the transformation of scientific and technological achievements into real productive forces, create new technology popularization in practice, gradually improve the overall quality of rural farmers, provide the basis of scientific agricultural development plan for government departments, rapidly transform the modern ideas and technology of agriculture resources into realistic productivity.This thesis studied and discussed around the construction of the basic-level agricultural extension team, take Zhejiang Province Yongjia County as a case, Through analysis of the county’s present status of the agricultural extension teams at all levels. Identify current problems and the reasons in the basic-level agricultural technology promotion team, puts forward some countermeasures to solve these problems.To set up a new agricultural technology extension service system, in 2008, Yongjia County carried out a reform of new agricultural technology extension system. However, the agricultural comprehensive service center set up for the unit of township due to a variety of reasons still exist in name only. Such as agricultural technical personnel on-the-job but absent, overall quality is not high and so on,can not adapt to the new situation development. Reform and development still faces many difficulties, Agricultural technology promotion system construction is a long way to go.Grassroots agricultural technology promotion team building of Yongjia County is still not perfect, the promotion can not meet the economic needs of the market and the industrial development of regional agriculture, although for the modernization and construction of new socialist countryside agriculture has made great contributions, but still There are many problems, the main problems are:1, backward concept of promoting, weakened promotion function;2, inadequate management mechanisms,not active incentive mechanism;3, low wage level, not stable promoting team;4, low personnel quality, too less training. Aiming at the existing problem of Yongjia County basic agricultural extension teams, Draw lessons of the development experience of agricultural technology from the United States, France and the Netherlands and Japan and other developed countries. We put forward the following suggestions:1, Change the promotion of the concept, make clear function;2, improve the system, strengthen management;3, Protection of wages and benefits, increase investment in agricultural extension;4, Enhance training opportunities for exercise, "high salary " to attract retain talent.In order to better solve the "three rural" issues and serve "three rural", this paper discussed the difficulties and raise up related solutions. Mainly starting from the problems existing in the Yongjia County agricultural extension team, to take the field investigation and theoretical research, combined with the development of domestic and international experience and the typical case, proposed a feasible countermeasures that conforms to the reality of our country.
