The system is a policy which is according to the current situation, the main duty is to promote the development of agricultural technology and improving farmers' knowledge, so it necessary and meaningful to research the correspondent of science and technology.The task of specially appointed correspondent of science and technology is an important way to realize talents' service role in the construction of new countryside, is an effective approach to promote technology achievements come into practical productivity, is a significant step to focus and service3farming.In June2009,8ministry include Ministry of Science and Technology jointly issued opinions about carrying out rural science and technology entrepreneurial action in a deep-going way among specially appointed correspondent of science and technology, and all the provincial work meetings of specially appointed correspondent of science and technology delivered the requirement of taking science and technology entrepreneurial action as the key work. In order to practically promote specially appointed correspondents' work and achieve new breakthroughs, all departments and units should further unite thoughts and deepen cognition to explore and construct characteristic platform by making overall arrangements and scientific plan.In the first part of the paper, research background, study meaning, the domestic and foreign research situation, research aim and methods together with the research key points, difficulties and innovation spots were stated. The second part, I analyzed the systemic origin and operation mechanism of agricultural specially appointed correspondent of science and technology. The third part of the paper took Longshan County for instance, introduced it's basic situation, analyzed the existing problems and their reasons. So we could expect the specially appointed correspondent of science and technology system in Longshan County, even in Hunan province, to develop better.
