The petroleum and other energy industries take significant effects on Chinese economy's rapid development. Thus, one of the key items, construction on oil field and gas field, becomes more and more important. As State Owned Big Petroleum and Petroleum Chemicals Group, under the direction and supports of Chinese'Big Company, Big Group'Strategy, China Petroleum & Chemical Corporation (here after called SinoPec) made its own SOE reform policy, i.e. Reform, Adjustment, Management, Innovation And Development. Northeastern SinoPec is engaged in exploring and developing oil and gas. As exclusive subsidiary of SinoPec in northeastern China, strictly abiding to the mother company's demands, it tries to speed up reform, actively introduce advanced management conception, clarify various relationship with project management (PM) methods, promote modern PM ideas, raise management level in PM and let Northeastern SinoPec keep the same steps as the other advanced enterprises in China.As a key branch, PM has been penetrated into various industries. It is not only an efficient method with big or complex projects'management and also a key form for government or enterprise organization and management in 21st Century. Regarded as a new subject and special management method, PM spread fast and promote widely. Although PM conception has been accepted by many key construction projects and software development projects in China, it is rarely to be used in PM projects, which still follow the rule of experience and extensive management. With high speed development and vehement competition, PM management is pressed for scientific & systematic PM techniques and methods, especially in the courses of its management improvement.This article is aim to introduce modern PM techniques into oil and gas field construction, to exert its scientific effects on PM, to raise its level on efficiency, scientific and standardization.According to the feature of oil and gas field construction, it is a typical kind of projects, besides complexity, motivation, characterized, centralized power, and specialty owned by common PM, Petroleum PM still has its own different features, as strategic, technical, timely, integrated with intelligent and physical devotion, teamwork influence.This article discussed about the theories on project & PM, construction project & construction PM. Especially focusing on construction PM, it tried to analyze and study the actual cases. Meanwhile, it also explored on how to do well in Construction PM and progress management during a project.Oil and gas field construction is linked with all equipments, which oil is transferred to the oil processors and gas is delivered to gas primary station and the terminals, such as head conduit installation and pressure container installation. The whole project covers many kinds of technologies and special domains (civil engineering, pipe work, equipment installation, meter installation, electrical equipment installation, heat preservation, antisepsis, heating and ventilating, construction and others.Any special PM has its own techniques and methods. PM's common method is applicable with oil and gas construction PM. However, as its technical requirements, outside surrounding and enterprise's special elements, it has its own outstanding features and operation circles.Among all the circles, the difficult progress management is pipe works, which is connected with too many social relations. Beside the relations with the owner, supervisor and designer, it cannot avoid to keep touch with local governments, some functional administrators (who is responsible for earth, river, road, forest, public security, and taxation), and the peasants as well. With the social development, all these relation problems are difficult to be handled, as they are different and solved one by one, constantly delaying the construction progress and cost due to unsatisfied economic compensation negotiation. If we let all the related satisfy with the compensation, the cost will increase but with budget limitation, the only thing we can do is to improve PM and reduce the objective costs. Thus, comparing with the common PM, management on oil and gas construction projects are diverse with various requirements and demands.Oil and Gas Field Maintenance and Repair Center of Northeastern SinoPec is mainly responsible for pipe works and station construction, whose operation place lies in the wilds. Under this circumstance, oil and gas construction PM has many interest correlates, complex management factors, and influenced by the outside environment easily, all of which need PM manager with strong competency.With the feature of low price, diverse, short work term, multi-tasks, and strictly obeying industrial standards, progress management becomes the important item in PM and efficiency improvement.Although the center has dealt many projects and actively been engaged in oil and gas field construction management, its management mechanics is still not perfect. Most of management is under experience and random ideas on PM. What makes this? Firstly, it is a conception problem. As most of engineers are graduated from engineering specialties, have no idea about the modern PM techniques and scientific management conception; Short of plan, work is done by random without any plan; Short of unified organization, it is difficult to organize and lead the persons, resources, and others from various departments; Short of scientific techniques, the related persons have inadequate ignorance of outside problems and little analysis; no control on project progress. All of these forced us to raise project management level and improve the quality of the managers.In order to solve these problems, I proposed the measures on oil and gas construction and improvement, and collected the common processes of enterprise PM, i.e. project establishment, operation and finish. All the phases are connected with the others and unified into one oil and gas field construction project.In the theory section of this article, on the basis of PM and PM period, I discussed the PM's theoretical frame, how to plan and control during PM to realize the project purposes, which is the process of PM. At the same time, I also wrote how project manager and project team take key effects at the course of PM. Regarding to the cases, I took Qinjiatun Oil Field 10,000-ton Capacity Project as an example, to analyze the whole process of PM and the existing problems, and make a improvement scheme. In final section, i.e. progress management, I explored the possibility on how to improve progress management so as to balance the relations among quality control, cost control and progress control. Simultaneously, I studied the four phases (start, plan, operation, and finish phase), which influence the project progress, tried to find the feasibility (especially scope management, progress arrangements and progress control), used the probability methods to calculate the work term.Another focus of this article is progress control and improvement during the course of project's integrated management. I combined PM methods with management experience to let the project plan and the target could apply together to realize the aim finally. This methods makes the project manager could get some ideas from the management theories and the actual operations to raise the PM efficiency.This article's study is on the basis of Chinese petroleum construction enterprise's management methods and modes to realize the reform of traditional PM. Although the whole study in this article is on the basis of some cases, from the long-term view, PM's operation could raise PM's effects with systematic, regulated and efficient management. I wish this article will have some reference for petroleum PM.
