Project management is the management on the progress extent of various stages and the duration of the final completing of project during the implementation course of the project. The aim is to ensure that the project can achieve its overall goal under the premise of meeting the time limit condition. This paper focuses on Gongchangling concentrating mill technical innovation engineering and describes how it adopts necessary controlling measures to dominate the phases of design, equipment procurement, equipment supervision, construction and completion and work out a set of controlling methods meeting the requirements of all sides under the very urgent time limit.This paper first analyzes the present status of the industry that makes steel and steel products. And put forward the achievement acquired in the problems. In order to develop the project rapidly and well, the Supervising Company set up a team with strong technology competence. Through the simple introduction of the supervising procedures to learn the general process of supervising process control, this paper derives the overall method "Expeditious Path Method" of progress control from the control course of the Supervising Company on progress. And the paper also tackles the problems of the large amount of organization coordination of all phases during this mode in the actual operation. First to ensure the control of the progress target from the selection of the supervising engineers, the transmission of the information and the management of the engineering variation; second to determine the general time limit goal of the project under the analysis on the project progress and quality plan flow, obligating the effect of the unforeseeable factors on the construction period. And at the same time to work out the overall schedule plan using the Gantt chart, arranging the resources allocation in the working period according to the overall schedule plan and adopting the methods of parallel construction or flow construction to meet the demand of the total working period. On the basis of the above-mentioned analysis, the paper puts forward the significance of the project Progress Control in Gongchangling concentrating mill technical innovation engineering and the main problems on the side of progress control faced by the supervising companies, also the problems that the study of this project would like to solve. In order to get effective control during the progress of the project construction, the author, starting from the project Progress Control theories of the supervising companies, presents that the Progress Control should take dynamic control method. Owing to the long construction cycle of the project and the numerous risk factors during the construction, it is very common that the actual conditions are deviate from the aim and plan, which demands the supervising companies to track the aim, progress and activities in the phases of the actual construction, fully, timely and accurately master relevant information, compare the actual project conditions with the aim and plan, strictly execute the plan in the real progress, and at the meanwhile analyze the schedule influencing factors during the construction progress and the possible encumbrance of investment on schedule to find out the main schedule affecting factors. The author also brings forward the key schedule target control points, like the structure, characteristics and so on, of all phases of the project construction of Gongchangling concentrating mill technical innovation engineering. The effective controlling methods on the key points include: decompose the aim schedule and put into practice in all levels, put an emphasis on the analysis on the detailed measures of Progress Control in the construction phases, which can play a key role in the Progress Control.Progress Control is not unilateral but firmly associated with the quality control, cost control, security management, information management, environmental management and organization and coordination, mainly the dialectical uniformity relationship between the key brief progress and quality: strict quality control could play a role in guaranteeing the progress, discuss the positive significance of quality control on the progress control, and through examples identify the quality control difficulties of the various stages during the construction progress of Gongchangling concentrating mill technical innovation engineering and take pertinent measures to carry out effective control, especially for the quality control of the construction phase, namely in advance control, process control and after control. All of these show that quality control has a positive promoting role in the progress control; therefore we can not stress progress but ignore the positive significance of quality in the process of building. In order to implement effective control process, it is necessary to promote experience on the basis of the solution schemes acquired from the measures taken in the control process of the key controlled part, further optimize the schemes to conduct system control, all-round control and the entire process control, carry out clear division of the responsibilities of the relevant personnel, strengthen the internal and external relations coordination, and that all supervision engineers with different professions fully cooperate with the progress engineers on the aspect of progress. Through organizational measures, technical measures, economic measures and contractual measures, the progress control objectives of the project can be fulfilled on time. The comprehensively promotion of this successful experience on the project will make the progress control objectives fully achieved in the Supervising Company.Through the successful implementation of the progress control in Gongchangling concentrating mill technical innovation engineering project, utilizing the organizational measures, the technical measures, the economical measures, the indented measures and so on, the purpose of this study was to find the solution to meet various requires of progress control. On the condition that there are different levels and different respects of influencing factors, how to achieve the aim of the projection is a hot topic in the industry that makes steel and steel products. This paper offers a beneficial experience.
