With the rapid economic development of our country, and with the increasing numberof construction project investment, the engineering cost management in China has beentransformed from Stage Management to Whole Process Management. The implementationphase of a construction project includes the design stage, the bidding stage, the constructionstage, the final acceptance and post-evaluation stage. while the construction project costmanagement from the construction organization lies not only in the construction stage, butalso in the bidding stage, the acceptance stage. During the process of engineering costmanagement, a large number of disputes have arisen and contractors are at a disadvantage.Therefore, greater importance has been attached to this problem. Thus, from a contactor’sperspective, and under the engineering bill pricing mode, this paper discusses the issue ofengineering cost management from the following three aspects:At first,the establishment of project bidding quotation is the main problem in thebidding stage. Engineering cost management in the bidding stage mainly includes: BOQestablishment, tender offer, contract mode and contract. Solutions to main problems aredrawn through case studies.Then,the main problem in the construction stage lies in the rational determination andeffective control of the engineering cost. Engineering cost in the construction stage mainlyincludes: engineering change management, contract value adjustment, engineering claimmanagement, recognition of claim expense, and project cost adjustment. Solutions to themain problems are drawn through case studies.At last, the rational determination of the project completion final estimate is a mainissue for its stage establishment. Engineering cost management in the project completionfinal estimate stage mainly includes: establishment and examination of the completionsettlement. Solutions to the main problems are drawn through case studies.Through a review of the basic theories in engineering cost management, and togetherwith an in-depth study on literature, the author adopts a fishbone diagram method in order tofind the main problems from contractors in various stages. Besides, taking “WeaponsBuilding” project as an example, the author makes a comparative analysis and a carefulstudy on problems in various stages of the construction project’s implementation.The authorhas proposed solutions to problems existing in the engineering cost management, andsummarizes some experience and countermeasure for the rational determination andeffective control of engineering cost management.
