Along with the information technology as the leading the development of new and hightechnology, Internet and e-commerce applications, the mankind enters new economy(knowledge economy) times, knowledge in creating organizational competitive advantagethe decisive effect is apparent. Strategic human resources (Strategic Human Resources, SHR)refers to the enterprise human resources system, with some or some kind of specialknowledge (skills), or have some core knowledge or critical knowledge, in the enterprisemanagement system the important or key positions on the human resources: comparison withthe general human resources, these are called strategic human resource has some special andirreplaceable.Strategic human resources management is the human resources management in thedevelopment of a system, scientific description. It combines the human resourcecharacteristics and the external environment of enterprises combining the characteristics, andsystem will carry out the effective human resource planning and matching.Core competence of enterprise is the enterprise characteristic, attached to the employee’sprofessional knowledge and information, only through the enterprise human resources to corecompetence for effective cultivation and management, because of the human resources of theenterprise is carrying the knowledge and skills of the entity, is the real development.Based on enterprise competence theory, the strategic human resource management andenterprise core competence on the basis of literature review, in-depth study of strategichuman resource management the core competence of the corporation mechanism and process,as well as the analysis of strategic human resource management to enhance enterprise corecompetence strategy research, and then presents the strategic human resource managementcore competence and effect. So the enterprise should in future competition to gain sustainablecompetitive advantage, it is necessary to establish the strategic human resource managementsystem.
