Three-year Action Plan for the Reform of SOEs(2020-2022)has been approved over 14 th meeting of central committee for deepening overall reform,which was held in June 2020.The clarion call to deepen the reform of state-owned enterprises has been sounded.To deepen the state-owned enterprises’ reform,competitive employment as an important part of the reform of human resources has highlighted its unique advantages in revitalizing the human resources of state-owned enterprises and promoting the construction of corporate culture.Firstly,the connotation of competitive employment is reviewed through the literature review method,the domestic and foreign scholars’ research on competitive employment is reviewed,and the competency model to be used is briefly introduced.Taking the state-owned enterprise Z Group as an example to carry out a case study,combined with its current situation of human resources and the implementation of competition for employment in recent years,through interviews with relevant personnel on the effectiveness of competition for employment,it is found that there are problems and reasons for Z Group’s competition for employment.In view of the problems existing in Z Group’s competition for employment,this thesis points out Z Group’s feasibility and necessity to introduce the competency model,and takes Z Group’s engineering project management positions as an example to conduct behavioral event interviews and questionnaire surveys of Z Group’s engineering project management personnel,and obtain the competency model and index system including the engineering project management positions of Z Group.The Z Group’s job competency model is applied to the job competition system,and optimization suggestions are given for job analysis,competition reviewer training,competition test question preparation,competition personnel evaluation methods,and competition effectiveness evaluation.It has become common practice for state-owned enterprises to use competitive recruitment to realize human resources reform,but most of the competitive recruitment is a mere formality.Optimizing Z Group’s competitive recruitment plan based on the competency model can not only help Z Group solve the actual problem of poor competitive recruitment,but also help other companies.It is also meaningful for state-owned enterprises to optimize the recruitment plan to improve the effect of competition. |
