Since China’s reform and opening up, market economy has been developedgreatly,and state-owned engineering construction enterprises have are growing strongerand stronger with the impact of market economy. The developing of the marketeconomy brings competitions among corporations in resources, markets and research.Corporations realize that competition for talents is comprehensive competitivestrength in the end. Today, lots of state-owned engineering construction industry hasbeen affected by planned economy for a long time. Besides, enterprise management doesn’trealize that human resource is crucial in long-term strategic development, and ignoresthat human resource plays an important role and has practical significance. All of thesecause that the human resource management still remains at the traditional stage, and theeffective use of human resource is restricted greatly. Finally, the development of enterpriseis limited. Therefore, further research is necessary.The main body of the paper consists of five parts. The first part describes researchbackground, the goal and the significance, discusses the research situation in China andabroad by contrast, and introduces research framework, methods technical line. The secondpart describes the relevant theories on human resource management, whichprovide theoretical support for the paper. In the third part of the paper, many researchmethods are adopted, such as graphology and investigation. They are used to give anoverview of AA engineering construction corporation, especially in actuality andcharacteristic of human resource. And it points out three deeper problems that AAcorporation faced on human resource management. They are brain drain, structuralimbalance and lack of salary incentive. The forth part analyses the existing problems, anddiscusses them in detail from the following four aspects. They are system and mechanism,industry characteristics, management models and its own shortcomings. In the fifth part ofthe paper, the proposal and ideas on solving these problems are put forward, whichprovides guidance and advice to improve the human resource management situation of AAengineering construction corporation.
