Along with the enlargement of humanity sphere of action and the activeintensity, The limited land space and the resources become scarcer whichcould not meet the need of the humanity's development. The 21st century isthe century that the mankind knows the ocean, develops the ocean and utilizesthe ocean in an all round way. Because of the shortage of resources onland,the mankind begins to universally explore the potential of the ocean,especially its potential to carry on tourist activities. Our country alsostipulates that all marinere sources that can be used for the amusement oftraveling must retain their special use of tourism. Island which deepens intothe ocean is the bridge head of exploring and developing the ocean, and actsas a special type of tourist destination worldwide, attracting largequantities of tourists for its unique recreational function, which cansatisfy the demand of multi-skill traveling market in modern world.Based on the synthesis of existing theories of Island Tourism and CoastalTourism both at home and abroad, this paper puts forward more comprehensiveand general theories specialty suitable for Island Tourism, including therelated concepts of Island Tourism, the unique characteristics of IslandTourism, and the general principles of developing tourism on island. On thebase of the analysis to the background condition of Island and the developingtypes Tourism development in Fujian Province, the paper proposes theopportunities and existed questions of Island Tourism development in FujianProvince. Then it proposes three leading types of tourism development patternof the development of the Island Tourism in Fujian, according to the island'straveling transportation position and the social economy developmentcondition.Then it summarizes the characteristics and developingorientations of different pattern. At the same time ,it proposed the tourismdevelopment strategic guidance, including its island characteristicsdevelopment,island spatial layout optimization, island traveling images designing. At last, the paper say something about the Safeguard system ofthe Island Tourism in Fujian, including traveling marketing strategy,sustainable.development, financing strategy, human resources developmentstrategy and so on, which providing the model by the time to the Island Tourismdevelopment in Fujian Province.
