Research On The Impact Of International Tourism Island Policy On The Tourism Economy Of Hainan Province

In 2010,the General Office of the State Council officially issued the "Several Opinions on Promoting the Construction and Development of Hainan International Tourism Island",comprehensively launching a new journey of building Hainan using the international tourism island model.As an important national development strategy,the Hainan International Tourism Island policy is one of the sustainable development goals of Hainan Province in the past and future.Since the release of the Hainan International Tourism Island Policy in 2010,Hainan Province has continuously studied and implemented the requirements of the Party Central Committee and the State Council,and fully combined its unique advantages to make up for its shortcomings.At the same time,it is committed to integrating the construction of international tourism islands with international standards.It has achieved brilliant achievements in all aspects,significantly enhanced its economic strength,and made positive progress in industrial structure adjustment.This article takes the construction of Hainan International Tourism Island as the perspective,first conducting qualitative analysis,studying the impact mechanism of policies on the tourism economy,as well as the specific content and goals of national tourism island policies at the national and provincial levels.Then,analyzing the current situation of tourism development in Hainan Province,it is concluded that international tourism island policies have increased employment opportunities,driven related industries,and The promotion effect of promoting regional economic development in three aspects.Then,quantitative analysis was conducted using the composite control method of econometrics for empirical research.Among the 29 potential control group provinces in China(excluding Hong Kong,Macao,Taiwan,Hainan,and Tianjin,which were not included due to the lack of tourism industry data before 2011),510 samples were used for total tourism income,total number of tourists received,proportion of tertiary industry to GDP,number of 5A level scenic spots,import and export trade volume,and mileage of classified highways Process data such as per capita disposable income of urban residents and the proportion of employees in the tertiary industry to fit the "counter factual" development situation of virtual Hainan’s tourism industry that is not affected by international tourism island policies.Then,compare the development data of virtual Hainan that is not affected by international tourism island policies with the real tourism economy of Hainan that is affected by international tourism island policies,and calculate the travel value,To explore the specific impact of the international tourism island policy on the tourism economy of Hainan Province,and verify the correctness of the previous qualitative research.The results indicate that,firstly,the Hainan International Tourism Island policy has brought a sustained and stable increase in tourism revenue and tourist numbers to Hainan Province,and has brought a positive crowding effect on tourism revenue and tourist numbers in Hainan Province;Secondly,compared to other provinces,the policy effect of international tourism island policy on tourism income and tourist numbers in Hainan Province has a significant positive pulling effect.The results show that the policy is stable,and the positive impact of international tourism island policy on tourism income and tourist numbers in Hainan Province is significant;Thirdly,the trend of changes in the total number of tourists in Hainan after 2010 is due to the implementation of international tourism island policies,and there are no other accidental factors.Finally,by combining the conclusions of qualitative research and quantitative research,and combining the current situation of tourism development in Hainan Province,this paper proposes to improve tourism service infrastructure,grasp the policy opportunities of free trade port,increase tourism image publicity,accelerate the creation of high-quality tourism projects,vigorously develop modern tourism related services Strategies and suggestions for vigorously cultivating and introducing tourism professionals to promote the development of the tourism industry in Hainan Province.To provide academic reference for government departments to improve relevant policies and promote the sustainable and high-quality development of tourism in Hainan Province.
