With the future development and market opening of telecommunication industry, China Telecommunication Operation Companies are to be faced more and more serious market competition, both in local and international market. China Telecommunication Operation Companies have already begun their innovation to re-orientation and adjustment in strategy, which is directed by economic, technology and market development. Meanwhile, the new knowledge economic times raised a series of requirements on system and management. So, the researches focused on the human recourse management, especially on the motivation of employees, are the inevitable and important topic for companies. It will accelerate the improvement of management and strength of competition.Base on the Human Resource management, the whole study is composed of exploratory study and confirmatory stage. The first stage is to validating the effect of Poter&Lawer's model of multiple-motivation in China Telecommunication Operation Company and finding the key motivation factors which have the main effect on employees. Additional, how those effect bring in. The second stage pays much attention to the employee's attitude and value so that validate the revised model's consistency and reliability.The conclusions of the whole study are applied to the strategy of employee motivation. The general steps and methods are put forward. Especially, the specific strategies of employee motivation are established according to the important exogenous variables which have greater total effects.
