Like other traditional domestic state-owned enterprises, the main motivational policies of Xinjiang Petroleum Administration Bureau are jobs promotion and bonus system. Although jobs promotion is a means of encouraging, it is in strict accordance with the qualifications, causing it to become a "command" system. The other hand, with the dramatic increase of employees' revenue, money is no longer the most important needs to them. High salaries or bonuses can't play the previous role any more.In this paper, based on the systematical review on the theory of classical motivation and motivational factors, the author got the staff's motivational factors that are available in the enterprise (summarized as exogenous and endogenous incentives encourage two dimensions). Then the author chose the employees in Xinjiang Petroleum Administration Bureau as research object, got a study model. In the course of the study, interview and survey method are used to access to relevant data, and SPSS statistical software are used for the factors analysis, reliability analysis, general statistical analysis and analysis of variance. The results show: The motivation factor weights will change with personal characteristics; the middle-level managers and the special technologic employees would like the key factors in endogenous motivation rather than those in exogenous motivation; the operators and others would like the key factors in exogenous motivation than those in endogenous motivation.
