Enterprise labor relations evaluation is an intricately comprehensive engineering, it needs not only consideration of interior factors, but also thinking over those exterior factors, such as economy, politics, social culture and so on. Currently, there are a lot of problems existing in our country's labor relations. Now, everybody pays much more attention to it, and the activity to choose"harmonious labor relations enterprises"was carried out in many places. No doubt, these activities can improve our country's labor relations. But there is a practical problem in it, at present, we are lack of a rational uniform criterion to estimate index system. Because our research on labor relations is not enough, especially the labor relations in transformation. So, building a perfect evaluation index system can not only promote the research on labor relations, but also meet the current need.Go by the aim of study, the article started with the literature review, with the world economy walks up to globalization and informationization, labor relations have had a sweeping change in the latest twenty years, especially this paper also summarized the study results on this field, because it is helpful for our research on domestic labor relations. And then, the article expatiated the theory of labor relations and estimate index, analyzed the interior and exterior factors, the effect mechanism, characteristics and the development trend of domestic labor relations. Based on these preparations, this article begins to build index system. The process includes the design principle and process, the conception model, index filtration, weightiness and so on. In the last two steps, we adopt some complex methods, such as Delphi and AHP.At last, the test implemented an empirical study in the evaluation index system. The data for empirical study choosing from ten enterprises which belong to different kinds, different industries and different sizes, all these enterprises come from DongGuan, a city of Guangdong province. First, we obtained the data of them by questionnaire investigation and other ways, and then we analyzed these data and switched them into evaluation matrix. Combining with the evaluation index system, we computed the evaluation results rapidly and accurately by Matlab 6.5. The result accurately showed the facts of these enterprises. So, we believe that the evaluation index system is right, rational and capable. The method in the empirical study is fuzzy comprehensive evaluation.
