As a labor-intensive industry,the garment industry is facing a critical period of adjustment and transformation.Enterprises should strengthen their own adjustment and change the traditional management mode to cope with the market test.And the employee as an indispensable factor in enterprise development,the implementation of reasonable and effective management is not only beneficial to employees’ rights and interests protected,but also help to achieve business’ goals,and is an important way to promote the sustainable development of enterprises.At present,there are few researches on how garment enterprises carry out social labor management at home and abroad.Therefore,based on the Higg Index released by the American Apparel Federation,this article discusses how to carry out social labor management effectively from the perspective of ecological management.It is of great significance for enterprises to resolve internal contradictions between employees and enterprises and improve the level of enterprise ecological management.This paper mainly includes the following contents and conclusions:(1)The concept,content,existing problems and research status of labor rights and labor standards at home and abroad are expounded.This paper introduces the research progress of ecological management,the present situation of research and the development of ecological management in China’s garment industry,and defines the concept of social worker ecological management.Based on this,a theoretical system of social labor eco-management is constructed.(2)Based on the theoretical system of social labor eco-management,this paper summarizes four aspects related to social labor-related standards which based on the Higg Index,the factors influencing employees’ job satisfaction,business interview and expert evaluation.This paper has been gradually established the structure and the framework of social labor evaluation index system of eco-management.(3)Taking the non-front-line staffs(sales department,design department,technical department,finance department,etc.)of garment enterprises in Hangzhou as the survey subjects,through the survey data analysis identifies one target level indicator,three system level indicators,nine guideline indicators and 35 indicators,a total of 4 layers of frame structure.This paper discusses the recognition of social workers and the importance of each index.The conclusion is that the average appraisal of the importance of each index for garment enterprises in Hangzhou ishigher than the recognition.These include personal prospects,monthly income,promotion opportunities,overtime hours,Shared data and holidays.(4)Based on the data of staff’s importance to each index,the analytic hierarchy process(AHP)was used to find the weight of target at different levels relative to the target.From the system level to the index level,the enterprise self-evaluation model was established to measure the social labor management level of garment enterprises respectively.(5)Using fuzzy comprehensive evaluation method,taking a garment enterprise Y in Jianggan district as an example,using the enterprise self-evaluation model to analyze the survey data,The result shows that the social labor ecology level of the enterprise Y is at a general level and needs further improvement.This paper first comprehensively analyzes the various factors affecting labor rights and enterprises management from the perspective of ecology,and establishes the evaluation index system of social labor eco-management in the apparel industry.The self-evaluation model of enterprises is applied to practice,and to verify the theory of the social labor eco-management.is feasible and applicable.At the same time,it provides quantifiable information for the implementation and popularization of social labor eco-management in garment enterprises.
