Motivation can improve people's enthusiasm and working enthusiasm effectively. To recent years, our government has implemented a series of motivate measures to the civil servant, and made corresponding effect. Because motivation mechanism is not perfect, it fails to reach the anticipated result. On the basis of analysing current civil servant's motivation mechanism, this thesis has draw lessons from the classical principle of the motivation mechanism, proposed the foundation of setting up new civil servant's motivation mechanism which is denominated ability and level system reform of our national tax bureau. The paper analyzes the open question about the reform of State Administration of Taxation bureau at county-level city and tables a proposal . This thesis is divided into four parts.The first part describes the meaning of the civil servant's motivation mechanism, shows cause of ability and level system reform both from practise and theory. The second part introduces the example of the ability and level system reform of State Administration of Taxation bureau, which mainly reveals contents and progress of the reform at H county. The third part probes into the condition that some questions consist in determining the level of one's ability ,performance of evoluation and linking up with new civil servant law during the reformation test. The fourth part have mainly brought forward the suggesting that civil servant's ability and level system reform test should be improved accoding to advanced method both from here and abroad, which should deepen the civil servant's motivation system greatly. |
