Business Operation Support Network (BOSN) is a very important business operating and managing platform for telecommunication operator, its structure differs depending on different operators' actual conditions and concrete requirement, but they always have charging & settlement, business & account, custom service, decision-making, analysis and some other functions. Since 1998, when departed from China Telecom, China Mobile Communication Corporation (CMCC) has made proud achievements. China Mobile Group Shandong Company Limited. (CMSD, short for China Mobile Shandong) outshines other Shandong big telecommunication operators especially, which could not be separated from the correct enterprise's information-based strategy, especially the company's long-time devoting to the leading planning and construction of BOSN.According to CMCC's unified planning, CMSD began from the initial charging system progressively to plan and construct our own BOSN. Up till now CMSD has already built up several systems: The first is BOSS (Business Operation Support System) containing subsystem functions such as charging, settling, opening, account, customer service, etc; Secondly, BASS (Business Analysis Support System) , which could realize the preliminary decision analysis support function; the third: BDRS (Business Disaster Recovery System) , It could realize BOSS' disaster-resisting and continuously-running ability by using main-backup mode; the fourth: BOMS (Business Operation Management System), which realizes the effective control and service management for BOSS. The accomplishment of these systems established the foundation for CMSD's continued rapid growth. However, together with the arrival of 3G era, BOSN is facing new challenges. New commercial mode and keen competition pattern require BOSN more professional; have better opening, stronger integration ability and more extensive sharing ability. Therefore, further planning and development of BOSN is imperative.This article combines the advanced operating management theories in industry such as NGOSS, ITIL, etc. using the analysis to company's development strategy and business development trend, proposes the planning & construction thinking of Shandong Mobile BOSN, i .e.: At first, further comb and improve the procedure, accomplish the existing 1st generation BOSN system-combining and improve work of upgrading as soon as possible, fulfill the company's middle-short-term business development demand; then break through the existing systematic frame, begin starting the from-top-to-bottom long-term plan, separate customer operation and products operation logically from the standing of the whole network, construct the networked 2nd generation BOSN step by step. In the aspect of implementing the tactics, we should rolling plan year by year, implement step by step, strengthen the key competitive power of the enterprise from four aspects such as customer, products, value chain, internal operation and management, and make the difference competition advantage of the 3G era of future.
