The development of economic globalization promotes the rapid flow of core resources such as knowledge and technology. As the carriers of these resource -employees, especially core employees, their frequency of flow also accelerates, this phenomenon has caused the department of enterprise human resource to attach great importance to it.First, this paper made definition of enterprise core employees, analyzed the characters of core employees, and introduced the selecting method of core employees. On this base, the core employees mobile management model in the purpose of retaining core employees was advanced; the mobility of core employees management process was pointed out, analysis and research on the characters and principles of running of mobile management model was made.This paper expounded in detail on the process of core employees development and management which includes the obtaining of core employees, encouragement management, career plan, train management, faith management. Bridge and Tunnel Branch Company of the China Railway 6th Group is the cases of this paper. Successful methods of the companies in core employees management were introduced; the advantages and disadvantages were pointed out; the corresponding suggestion of improvement was put forward.In the end, the paper came to the conclusion that the management of core employees is long-term and complicated work, the human resource department cannot solve the problem solely. Systematic and mobile management in the purpose of retaining core employees, in combination with enterprise development strategy, must depend on the comprehensive and continuous investment of the enterprise, which can improve the management level of core employees and decrease the outflow of brain drain.
