Strategies must be the start-point and the end-result for all activities in the corporation, so as the new-style system of performance management. The performance management cycle have three phases. There are performance plan, examination and performance feedback & improvement. Strategies provided directions of establisher and actualizing for those three actions. On the contrary, those actions break strategies down into feasible work targets, which were used to manage the employees' work direction and help them improving their performance. Then the corporate strategy would come true.The background of this piece of paper is based on the fact of the PICC health insurance company Limited. The author discussed, analyzed and researched four aspects in detail including the work analysis, performance index building, and performance examination and performance feedback . The index and strategies are both more important research content. All of those aspects have some specific study works, which would offer help and guidance for this company's practice. In addition, the author also summarized a suit of method, including BSC, KPI and etc, for establishing this kind of system in order to give some assistance to other researchers .There are two shortcomings in the traditional system of performance management. One is that performance examination instead of management . Another is that it's divorced from corporate strategy, and the performance index isn't chose or designed base on strategies.) This kind of system can't embody the corporation's long-term advantage, so it is difficult to balance the whole benefit index including the objects of long-time and shot-time, unitary and partial. We give emphasis to avoid these two problems rising.
