Strategic management in human resource management already has more mature and perfect application and development, especially for performance management, strategic management thought has played a big role. Due to the constant change of the need of enterprise management practice and update of performance management thought, the traditional performance management general pattern is gradually showing its visual blind spots and limitations. The most serious drawback is its shortsighted, turning a blind eye to the key strategic factors closely connected with the long-term development of the enterprise, but too much focusing on the enterprise short-term goal, which makes performance management cannot support the development of the enterprise, greatly reduces the value of performance management, which in turn becomes the shackles of performance management development. A group's performance management system is unable to give an effective support to the company's development strategy in the process of development. Based on the actual problems this article matches the strategy map and balance scorecard these two kinds of management methods, combines with the scientific analysis methods such as Fishbone Diagram Analysis, comprehensively improves A Group's performance management method, forms the performance management system on the basis of the consistency of enterprise strategy, so every employee of the company can get the strategic target value after layer upon layer decomposition and take the responsibility to achieve the enterprise's strategic goals. Meanwhile, through the effective application of the scientific system in the enterprise, improve enterprise performance management at all levels, ultimately achieve the purpose of improving the enterprise strategy ability.This paper puts forward A Group's implementation plan of performance management based on the research of strategic consistency of A group's performance management. It analyzes the present situation and existing problems of A group's performance management at first, then uses a variety of theoretical analysis tools to fully study and analyze the consistency of A group's strategy performance management, in the meantime make effective positioning, develop useful plans, then promote the strategic consistency of performance management. In this paper, the content of performance management system with strategic consistency includes the following points: One is the clarity of the corporate strategy. The main content is the enterprise mission, core value and the company's future development strategy, etc. The overall understanding of the enterprise strategy is aim to form a set of high-efficient performance management system for the company's future strategy, regard the strategy as a center, drive the company's various business activities. The second is to build the index system and the competency model consistent with the strategy, improve the strategy implementation capability of employees and organization, keep enterprise's vertical collaboration and horizontal collaboration, and emphasize the communication and coordination between higher and lower and parallel departments. The third is to establish a performance management system, put the responsibility mechanism in the performance plans, performance implementation, performance evaluation, performance feedback into practice, and cultivate high efficient enterprise culture supporting effective communication.
