In 21 century, it is said that in the base the competitions of the enterprises have been the competitions of the qualified personnel who bear knowledge and technology. It is very important to manage the HR of enterprises for HR is the most important resource of the enterprise. It is very difficult for the enterprises to realize the role turning of the HR management, to improve the HR management quickly, to strive for and manage the qualified personnel and the core talents and to establish the competitive edges. It is especially difficult to the chemical engineering enterprise because the staffs are dispersed with lower quality and management. The most efficacious solution is to carry out HR management outsourcing. This article thinks that in SCCCNCE HR management outsourcing should be decided to carry out to change the disadvantages of the high cost, slow development and lower competitiveness, to promote SCCCNCE sustained development by the choice of reforming organization and rebuilding of enterprise process.On the basis of the version analysis and commentary of the theory of HR management outsourcing, the on-the-spot research and statistical investigation having been finished, in this article the present situation of human management of SCCCNCE was analyzed, the questions and the reasons were researched, the driving motive force, the necessity and feasibility of SCCCNCE carrying out HR management outsourcing were expounded. According to the principles whether or not to lower the cost of HR management, whether or not to mobilize the staff positive factors and whether or not to enhance enterprise core competitiveness, adhering to the basic procedure of HR management outsourcing decision, the analysis of cost of benefits was carried out about HR management function outsourcing, with SCCCNCE being a large enterprise in charge of construction under state control four not core functions of HR management should be outsourced in SCCCNCE, such as personnel zhaopin, personnel training, salary management and HR management information system . Meanwhile by the means of norm evaluating and specialists judging scores, high quality outsourcers of HR management were determined for SCCCNCE. At last, 5 countermeasures of HR management were put forward in order that SCCCNCE could successfully carry out HR management outsourcing to lower the management cost and enhance the core competitiveness of the enterprise.A set of feasible scheme of HR management outsourcing was designed for SCCCNCE which provided experience for reference to the large chemical engineering enterprise in charge ofconstruction under state control during the transformation to carry out HR management outsourcing in order to enhance competitive edges.
