Research On Optimalization Of Tax Collection Model And Business Process For Xi'an State Administration Of Taxation

Nowadays the social economic globalization, the information technique revolution and governments all provide the pressure and motives toward service type changes of government function for the tax section's tax administration work . Under the new tax environment, the realistic problem of tax administration section facing is: how to reorganize the business process, practice excellent tax administration mode, carry out the tax administration from"direct stroke type"to the change of"the management service type", better providing the superior quality, efficiently of service for the taxpayers and better gathering the wealth for the country .The author has been in National Tax Administration for a long time and has rich working experience, so she uses new public management theories and processes reorganizing theories, in analyzing and researching the current tax business process and administration mode of Xi'an National Tax Bureau, putting forward the key problem that affects the process movement and the existence main problem of administration mode. Set up various service modes of adapting tax information administration development , such as"one hall type","one window type","one cartoon","dealing with tax in the same city","declaring with the card","the telephone declaring","the electronics taxation". Build up multiple types, all-directions supervision mode ,such as tax administrator system, taxpayer classification management, financial section supervision, tax control device, network of tax source supervision. Furthermore ,all organization structure, information construction and human resource...etc. provide powerful guarantee to the new business process and administration mode. In this way tax management forms has been changed from traditional type leading to the modernization process .
