Study On The Issue Of Transformation Of Administration Concepts During Business Process Reform

As the enterprises' demands of responding to change of the market, weakness of traditional function-based management model appears day by day. And business process management is considered to be an ideal choice to substitute function-based management. Development of enterprises' information-basing impels the management transformation, and enterprises can realize ideal business process management model by advanced management software. However, implementation of enterprises' business process management which represented by BPR and ERP can not reach the expecting effect. So much failure made many enterprises doubt about the implementation of business process management, and it seems that excellent business process management model in theory is difficult to realize. Much research has been done on reasons that caused failure of BPR and ERP in our country. However, they paid much attention on the change of management model itself, and research on change of management concept was ignored.As a new management theory, business process management. differs from function-based management in both management model and management concept. Implementation of business process management begins by the change of management model, but if missing the change of management concept, the best management model can not be exercised successfully in an enterprise. This paper will prove a point of view from the respect of theory and some cases that: missing of change of management concept is the main reason that causes failure of enterprises' business process management. And then give a new thought of diagnosing and settling problems in the implementation of enterprises' business process management.Considering objective of the research, firstly, this paper will give the present situation of high failure rate of implementation of business process management, and compare with the present research, then bring up point of view of this paper. Secondly, analyze the concept of business process management function-based management, and defining the meaning of change of management concept. Thirdly, give examples of BPR ERP and "step by step" business process, and from the harmful influence of traditional function-based management concept, then give detailed analysis on change of management concept in the implementation of business process management.
