With rapid development of Chinese aviation industry, Chinese private-owned enterprises in aviation maintenance industry have obtained great achievements. Enterprises must adjust human resource management policies and strategies on the basis of business development. The paper points out current human resource management by investigation on private-owned company in Aviation Maintenance Industry, which represent as lacking of scientific HRM information and system, unreasonable HR Structure, and back management level on HRM. The current HRM situation of the enterprises leads to many problems including negative increase of human labor capital and unusual flow of human resource. Taking Sichuan X Corporation, one of private-owned enterprises in aviation maintenance industry as example, this paper shows it how to develop its HRM and take effective measures taken to solve its HR management problem during various states. It points out that the enterprise leaders should transform human resource into labor capital and build perfect management framework, which is established by recruitment and employment, train and development, performance management and salary management system. Therefore, the enterprises can gain qualified employees, promote and develop their abilities by training, realize performance by evaluation and then finally solve the problems in the HR management framework. At the end of this article, it analyses the trend of internal aviation maintenance development and points out that the enterprise will face many challenges including the situation of lack of senior professional technicians, the competition coming from foreign enterprises and decreasing trend of labor cost advantage controlled by domestic enterprises. In order to face above challenges, the leader should change their traditional measure used in the incitement of ordinary employees and build new incitement system for knowledge-based staff. The company would win the future competition by establishing strategy on HR development and perfect HR development in overall.
