The Research Of Establishing Environment Protection System In Recycling Economy

Establishing environment protection system is very important in recycling economy, and institutional improvement is foundation of recycling economy. However, how to design an effective environment protection system which is standard in recycling economy, marketable in working, practicable in enterprise? This is very important in theory and practice field.Recycling economy development is a significant stratagem for resource and economy safety. It is the main approach for pollution prevention and environment protection. And it's also important for WTO challenge, economy development and competition improvement. This paper researches on environment protection system in recycling economy and gives a light on this environment protection system in China.Based on new system economics, the environment protection system in recycling economy both in domestic and overseas is analyzed by comparative analysis method in the paper. The development of environment protection system in several representative countries, which has better recycling economy, such as Japan, Germany, USA, European Union are analyzed and some advanced experience is obtained. In China, the development of recycling economy is just in exploration phrase. The system of the country, market and enterprise is not perfect and the advanced experience should be introduced. Based on the environment construction principle, on one hand, I try to establish the three dimensional environment protection system in China and on the other hand, I analyzed the relationship between the systems. The conclusion is that market inspiration system and perfect enterprise system are needed. At last, I take Beijing as an example, evaluating the system of government laws, market and enterprise , proposing some perfect suggestion, so the new system is illustrated and analyzed.
