Study On Evaluation On The Level Of Recycling Economy Development Oriented Economy-Community-Environment Composite System

During the transferring process of the economic globalization and the international industrialization, many domestic and foreign scholars are dedicating in sustainable development researches to develop economics of human society and to protect the environment and to save resources. As a new model and a new philosophy of the resource utilization in the history of the development of human society, the recycling economy plays an important role during the process of achieving sustainable development. At present, Chinese academics is still at the preliminary stage of the recycling economy research.In view of this point, this paper studied the recycling economy theory, the practicing at home and abroad and how to evaluate the level of development of the recycling economy. The first chapter described the topics of the background, the purpose, the significance and the development of the recycling economy at home and abroad. The second chapter introduced the concept, meaning and theoretical foundation of the recycling economy. The third chapter analyzed the factors affecting necessity and feasibility on the development of the recycling economy in China. Chapter IV studied how to evaluate the level of the recycling economy development on the Economy-Environment-Compose system and presented a comprehensive assessment method-AHP and studied the specific evaluation process on the level of the recycling economy development. Chapter V researched the evaluation on the level of the recycling economy development on the Economy-Environment-Compose system in Heilongjiang province as an example and gives the specific recommendations. Finally, on the basis of the above, the article briefly summarized the main conclusions and deficiencies. The innovation of the paper is that the paper was guided by sustainable development theory and the methods of thinking of the system science were used. And the paper conducted a fairly comprehensive exploration on the development of the recycling economy about the Economy-Environment-Compose system, which can be applied to the practice. The main contents and the basic features are summarized by the interpretation of the books and other work-related documents about the recycling economy. From the economic, social and environmental aspects, the comprehensive evaluation is given by the applying of the AHP in the level of the development of the recycling economy in Heilongjiang province, and the specific recommendations are given.
