Recycling economy is essentially an ecological economy with the core of efficient recyclinguse of resources and with the principle of "ruduse, reuse, recycle ".It is in line with the conceptof sustainable development model of economic development, and is a resource-saving andenvironment-optimizing economic structure. Since the 90s of the 20th century, developingrecycling economy and establishing a resource-saving society have been made as a strategy andan important way to the process of sustainable development all over the world.With the development of recycling economy vigorously, the perfect establishment ofrecycling index system is very weak in domestic and international world and it requests to beaccelerated. For the recycling economy, the use of the measurement, statistical and surveymethods are very weak both in theory and in practice, especially in China.Therefore, thedevelopment of a recycling economy is imperative to speed up the process of establishing ascientific and practical index system for recycling economy and the corresponding surveysystem, to do a good job in the data collection and analytical work conscientiously, to publish theresults regularly for the macro-management and decision-making, which is for a morecomprehensive and accurate quantitative description of development of recycling economy andfor an effective monitoring, inspection and supervision. The relevant agencies are stepping up thedevelopment of index system for recycling economy in China.The development of recyclingeconomy in Hubei need index to measure, test and guide the recycling economy.All these will beof great significance in achieving sustainable development of economy and society.The index system for recycling economy from the perspective of evaluations, assessmentand early warning can do quantitative description of recycling economy comprehensively andaccurately in line with China's development status, and can provide basis of reference for thereality of the economy development of the region and sectors.This target of the study is statistical index system for recycling economy in China. Thispaper is divided into four parts: the first part is introduction, which analyzes the background,purpose and significance of the topic, the main work, content and ideas, technical routes and soon; The second part is the basic theory and research progress of recycling economy, includinganalysis of connotation, principles and characteristics of recycling economy, the development of domestic and international research;The third part is one of cores, which, first of all,analyzes the construction of statistical index system for recycling economy in China, includingthe construction ideas, such as basic steps, principles, hierarchical strutctures, inndex selection,methods choice. Secondly, it establishes the framework and models about statistical index systemfor recycling economy, including the conceptual model and practical model. Finally, it analyzesthe function of evaluation, assessment and early warning; the fourth is another core, a practicalanalysis. Through collecting the 11 years' index of recycling economy in Hubei during the periodof 1995-2005, it does for evaluation,assessment and early warning.Index system is divided into four levels,that are object level layer, criterionⅠlayer,criterionⅡlayer and indexs layer. In it object level is the development of recycling economy,criterionⅠis divided into economic development index, green development index, socialdevelopment index.The first is divided into economic development levels and economicpotential development, the second, as the core of the recycling economy is divided into levels ofminimization, reuse, and resources, the third is divided into living standard and environmentalquality. It has all selected 29 indicators, a more comprehensive reflection of recycling economicconnotation. Index system has three main functions—evaluation, assessment and early warning.Evaluation is to assess the recycling economy and monitor the developing states, developinglevel and developing trend, using scientific methods and tools, with an object of recyclingeconomy.It is based on the cyclical economy and ecological economics theory in order to guidethe recycling economy and provide basis for decision-making; Assessment function is with thegoal of perfecting green national economic accounting system and accelerating the systembuilding of green GDP, with coordinate coefficient method to assess the co-ordination degree ofChina's recycling economy. Early warning is to use a series of scientific early warningtechniques, index, early warning model and the economic recycling mode operation process tomonitor warning information, analyze and identify warning signs' sources, do judgment anddecision-making process.The results show the great development trend of recycling economy in Hubei, of whichevery element has increased variously.Recycling economy in Hubei gets healthy and stabledevelopment.This paper concludes the development of recycling economy in Hubei presents afavorable uptrend in line with achievements gained by measures generally taken by the HubeiProvince in recent years to readjust the industrial structure, change the traditional mode ofeconomic growth and adapt to "the rise of the central" strategy, resources and the environment topromote sustainable development. The results affirms that the index system is feasible to someextent, index chosen is representative, the calculation method is reliable, the result iscredible,useful and workable.At last, the paper concludes with some shortcomings and uncertainties of the constructionand practical analysis, including selection of indicators, the weights, practical analysis of data inHubei with a view to further in-depth study in future.
