The contradiction between economic growth and environmental protection is a predicament of the tradition economic and social development pattern , at the same time, current human being are facing the grim situation, such as dramatic increase in the global population , shortage of resources and environmental pollution,ecological transmutation. In response to the current development predicament,countries have adopted different strategies ,one of these is developing Recycling Economy which has become the preferred stratefy for every states to protect environment in the 21st century .As a new economic development model, Recycling Economy has changed the traditional mode of economy that depended on linear increase of resources consumption,and established a cycle of relying on the ecological resources to develop the economy, aims to achieve the harmony development between economic social progress and environmental protection .The emergence and development of Recycling conomy have its specific context and constantly evolving process. Recycling Economy are rich in philosophical foundation, which embodies mankind's reflection and re-positioning about the relationship between human and nature in the traditional economic development model.On the basis of the philosophical thinking about the Recycling Economy,this paper regarded Recycling Economy as a giant complex open systems, used the Systems Science method to analyse it and constructed Recycling Economy evaluation index system for the current economic and social development,adopted Systems Science View as the guiding thinking of circulating industrial construction and introduced a number of proposals and measures for China's Recycling Economy sound development in the current stage .This paper is divided into four chapters. Chapter I is about the rise and development of Recycling Economy intruduces the social and historical background of Recycling Economy rise, the development of Recycling Economics thinking,the current people's misunderstanding of the Recycling Economy and its philosophical implications. Chapter II is to the Recycling Economy under the Systematic View,discusses the systemic defined concept of Recycling Economy and researches two economic development model after the industrial revolution using Systems Science methodology,introduces the fearures of Recycling Economy System which include: integrated, open, dynamic, non-linear,levels, and finally on a systematic analysis of the Recycling Economy. Chapter III introduces the Recycling Economy evaluation index system, mainly on the inportant significance of establishing the Recycling Economy evaluation index system and the systemic principle of the index system , further constructs the Recycling Economy evaluation index system-level model, using the Analytic Hierarchy Process to calculate the weight of each index in this index system .Chapter IV is to establish the recycling industrial structure .This part analyses the necessity of establishing new and recycling industrial structure ,according to Systems Science thinking ,constructs integrally the recycling industrial structure from the horizontal and vertical direction , the horizontal one is from the three industries perspective (primary industry refers to agriculture, the secondary industry refers to industries, the tertiary industry including thecirculation industry and services), and the vertical one is from the production and consumption processes (designing - marketing -consuming ), which stresses the important role of technology in product design, production to consumption in the entire process and advocate vigorously develop the environmental protection industry, environmental construction industries and high-tech industries.
