Study On Index System And Comprehensive Evaluation Method For Recycling Economy In Guangdong Province

At present,with the fast development,the current resources and environment cannot meet the need of high-speed development under the traditional mode.Developing recycling economy is the fundamental approach to relieve the resources shortage.Under the summon,all the city begin the recycling road.At this point,the construction of evaluation system,have the strategically and practically significance for all the city.Firstly,system info,developing trends home and abroad of the recycling economy are systematically dissertated,which gives the background of theories and methods.Secondly,the connotation is defined,then distinguish the recycling economy with other related concept,from the view of ecological economy,combine Chinese conditions and development of recycling economy,at last,we choose 28 indicators from minimization, resource,harmless,ecological environmental and development of economy and society,establish comprehensive evaluation index system.With the actual situation and data availability,the empirical research has used 16 indicators.Afterward,we analyze various comprehensive valuation methods,because the recycling economy has the characteristics of a number of inputs and outputs,we adopt the DEA method to analyze.we use C~2R model and C~2GS~2 model to calculate the technical efficiency(θ),pure technical effficiency(V) and scale efficiency(Q),bring to bear the super-efficiency DEA model to sort the 21 cities.According to projection value,redundancy rate of input and underemployment rate of output,we give the direction and recommendations on improvement.The results show that 13 cities have done better in implementation,Shenzhen walks in the forefront,there are eight cities did not meet requirements in a number of indicators.Comparing the results with the actual situation,it is realistic,this indicates the index system and comprehensive evaluation methods are scientific and practical.Last,by the analysis results,we give the suggestion on development of recycling economy and the direction we should continue to study.
