With economic globalization accelerating and information technology developing fast, strategic alliances have become a significant strategic choice of companies. As an institutional innovation of corporate organizational relationships, strategic alliances own unique advantages that other organizational forms do not possess and have been an important means of structuring competition advantages. Though strategic alliances are regarded as"the most important organizational innovation since 1920s", the failure rate is still amazing. Because strategic alliances are"across corporations"structure forms different from traditional organization structures, it has always been blank and difficult for academic circle to explain them appropriately and manage them effectively. Then, on the one hand, the value of strategic alliances is gradually recognized; on the other hand, there are kinds of barriers in the course of management of strategic alliances.In this context, this paper first analyzes current theories on corporate strategic management and strategic alliances and then elaborates a framework of formation and development of strategic alliances. As the basis of evaluation and management of strategic alliances, the framework tries to provide a new angle of view for research and practice of strategic alliances.Based on the summarization of interrelated research, this paper firstelaborates the context where strategic alliances exist and defines the conception, forms and characteristics of strategic alliances; second, after unscrambling competition advantages and core competency, this paper probes into the essential relations between strategic alliances and core competency from Resource-Based View (RBV); third, with the method of process analysis, this paper divides the development process of strategic alliances into six periods from the view of the life cycle and describes the characteristics of each period; finally, based on life cycle model of strategic alliances, this paper brings forward evaluation and management system with which alliance supervisors can recognize and evaluate the key questions of each period to put forward suggestions for the management practice. The final aim is to avoid the high risk and enhance the success rate and cooperating efficiency of strategic alliance's function.
