In the initial stage, this dissertation introduces the background on the development of supply chain strategic alliance and raises the problem by the typical case of strategic alliance among Walmart, P&G and Kimberly. Based on widely studying on a number of literature materials, the theoretical foundation of strategic alliance is analyzed in view of both Transactional Cost Theory and Supply Chain Management Thought. Then, proceeding from the view of the definition and transformation from the static strategic alliance to the dynamic strategic alliance, the author thoroughly probes into the formative cause and the transformation process by the means of Life Cycle Method and Core Competency Theory. In the light of above literature review, TOICC Model is established by the disassembly of core competency of supply chain strategic alliance, the analysis on choice factors on optimizing partners combination, and the measurement on evaluation factors on influencing alliance performance. On the groundwork of above model, the author carries out Description Analysis, Factor Analysis, and Multiple Linear Regression Analysis with high validity and sufficient Reliability on basis of Questionnaire Survey as data collection method. After that, the function relationship in the multiple linear regression equation reveals the findings that all of the five kinds of competency in TOICC Model have the positive influence on the core competency of supply chain strategic alliance. Furthermore, the degree of influence is exhibited as follows from heavily to slightly: Organization Competency, Technology Competency, Cognition Competency, Capital Competency, and Institution Competency. At last, this dissertation deeply discusses and systematically makes a logical conclusion, and clearly points out the limitation and future direction.
