It is very important to construction corporations that construction project schedule is properly planed and controlled. How to organize the schedule and how to find and effectually adjust the difference between actual progress and former plan progress in time, to project managers, it is not an easy thing. There are some theses on relevant progress control issue in our country and overseas, but theses on relevant progress control at the stage of construction are neither systematic nor comprehensive and their serviceability is not strong.In order to solve the problem, this text has analyzed the correlative progress management theory and systemic method from PLAN,DO,CHECK to IMPROVE combining with the practice such as Waigaoqiao Power Plant–PHASEⅡand PHASEⅢconstruction projects. Dynamic control is put forward as the one of keys of progress management; construction organization and design is clarified as a systematism, standardization and integration type of constructive project progress management. Then the process of plan and control is concluded as an incessant ascending PDCA's circulation.In this text, plan and control argumentation is limited to construction stage only, so, this text has distinct pertinence. And then, it is not discussed how to adjust from complicated network optimum angle, but concluded some check and compare methods and application of project management. So, this thesis research has stronger serviceability and greater actual application meanings.
