CHINA TELECOM GROUP is a huge national telegraph company which is built as the polic of national telegraph revolution. It is the main telegraph company, the bigest base net operation, the bigest intelligence provaider in China. CHINA TELECOM has the bigest fixation telephone network in the world. This network can service around the world. CHINA TELECOM has 31's province company, national telegraph network.With the decrease of the profit of the phonecall, telegraph company and mobile company have met the phenomenon that income does not increase with the increase of user. At the same time, internet has upseted the commerce mode of telegraph company. IP, E-mail and IM have impact the use of telephone. In this situation, CHINA TELECOM GROUP has to make a decision which is the key for the company's development and survive in the future. That is reform.This paper has analyzed how the HUAZHOU TELECOM use the theory such as Marketing, Ecomics, Stratige Management and HR to analyze the exterior competition, the interior organizing structure, the change of demand of the company, and follow this to take reform.
