Chinese fixed telecom operators begin to gain little profit while gain many customers in recent yeas. Operators are facing huge pressure of survive which comes from different aspects such as competition of same service between 3 fixed operators, substitution effect of expanded mobile services and distributaries' effect from network telephone and real time communication for traditional voice service. So, facing the worse situation which mobile communication substitute for fixed communication, we must study seriously that how to take advantage of convergence of fixed and mobile communication (FMC) before the coming day when the 3G license will be lunched to China Telecom Corporation which will begin to provide mobile service soon.Using modern management theory of innovation of science and technology, enterprise stratagem management, differentia stratagem and market selling, this paper selects demonstration researching as main method and theoretic researching as assistant method. It studies the current develop situation and develop trend in applying service and network technology of FMC from tow sides of service market and network technology. Focus on Hunan Telecom Corporation, this paper studies the current develop situation of service and network and analyses problems and obstacles which will be brought out by applying FMC in future. Basing on the ?Guidelines on fulfilling transferring stratagem of corporation >> and the specific situation of Hunan Telecom Corporation, this paper gives some advices on FMC develop stratagem to Hunan Telecom Corporation, forms a FMC develop stratagem in the near future,discusses the relations between service develop in FMC and 3G buildingand have a useful research about the transforming of construction ofoperation and management after the convergence of Fixed and mobilecommunication.
