Electric power industry is the important part of the national economy. After 120 years'development, the Chinese electric power industry has become the second biggest in the world. After the opening to the outside, Chinese electric power industry has developed rapidly. Coming into the new century, the Chinese electric power industry has gone into the stage of high speed growing. The establishment of State Power Supervisionary committee, two power network companies, five electric power groups and four other companies by the end of 2002 marks the achievement of power system reform. In general, electric power industry is still under the stage of high speed development. The close cooperation with banks will be continuously strenthened.The electric network in Jilin province is located in the middle of north-east electric network which is one of the important regional networks in the country. In 2004 the total power consumption in Jilin Province was 37.3 billion KWh which had been increased by 10%. By the end of 2005 the power generation was 41.2 billion KWh which had been increased by 10.5%. There are the following problems to be solved for the development of the power industry in Jilin province such as low power demand, limited power industry development, unreasonable power structure, weak electric network structure and poor stability of system operation. The general power construction is still the important part of the development of the national economy. The power industry has such features as special commodity,monopolization, high input, high speed development, limited resource and high relation with the development of national economy.
