E-commerce is at the startup stage in China, and logistics supplying and payment are "the bottleneck" restricting its development, but this is the unique potential advantage of developing e-commerce logistics for the Post Office.By now, the most professional e- commerce and logistics companies are almost based on the metropolitans and play little importance upon the small cities, and the causes lie in the fact that they have to invest much capital and have little business.Post Offices own national-wide post network, well-trained mail staff, and wide-spread delivery network, which any other enterprise can surpass. The Post Offices can accomplish the goal by only investing a little money in this field. Therefore, B2C between enterprises and individual consumers can not get a rapid development in China without the participation of China Post.It first analyzes the present situation which e-commerce the third party flows is facing, and its importance in the modern economic life, and elaborated the e-commerce's influences on the operation , various functions, and the work link of the third party logistics. According to the present situation of Hunan postal service, it also analyzes the necessity and feasibility of developing e-commerce and the third party logistics in Hunan Post Office based on the transaction cost theory and the promoting the competitive power of postal logistics.According to the Hunan Post Office's 11th 5-year plan, Just-In-Time(JIT) and Effective-Customer-Reaction (ECR)rule, the thesis integrally designs the service platform system, the operation system, the information system and the work system the third party logistics on condition of developing e-commerce in Hunan Post Service. It tries to emphasis the strategic advantage of the third party logistics in the overall design, and conquer a good foundation for the Hunan postal service developing e-commerce the third party logistic.At last, it points out some practical strategies, such as taking customers as center, the realization of strategic alliance, constructing integrated synthesis logistics system based on e-commerce, and creating logistics supplying brands of e-commerce to solve the problem about how to develop e-commerce the third party logistics. it also analyzes the possible problems it may present during the process of developing e-commerce the third party logistics, and gives some solutions, such as structural...
