with the emergence of a large number of B2C e-commerce enterprise, the problem such as how to choose the logistics distribution mode, how to design the cooperation contract which becomes the key to the electricity business enterprise success or failure. The development of e-commerce has brought the third party logistics’demand and it’s closely associated with the third party logistics e-commerce. This paper mainly discusses the third party logistics providers’selection and the incentive contract under the environment of e-commerce the B2C, to provide theoretical basis for reducing the total logistics cost, improving the management level of logistics enterprise, ensuring the quality of logistics distribution and customer satisfaction, realizing the coordinated development, and achieving win-win results to electricity enterprises and logistics enterprises. In this paper, the main work is as follows:1. To investigate the self-built logistics, logistics cooperation between the three kinds of logistics outsourcing logistics service mode and the differences and advantages and disadvantages;2. Research cooperation contract, third party logistics enterprise under the environment of B2C e-commerce outsourcing, third party logistics provider’s service level significantly affect the market demand for products, and higher levels of service inevitably leads to the increased cost of third party logistics. In order to solve this problem, in order to stimulate the third party logistics providers to improve the logistics service level, ensure that its profits will also grow at the same time, a logistics service cost sharing contract incentive model is established, in order to realize the electricity enterprises and third-party logistics providers optimal and win-win cooperation between the two sides of the total profits.3.Study the reasonable selection of third party logistics enterprise in the B2C outsourcing environment, selecting the appropriate third-party logistics providers is essential to the successful implementation of logistics outsourcing, follow the market rules under the introduction of product demand the price elasticity factors, considering the electrical contractor and the third party logistics market, on the basis of their interests and common interests, set up the third party logistics provider selection problem of bi-level programming model, and presents the corresponding heuristic algorithms, numerical examples verify the validity of the model and algorithm is given.4.When logistics outsourcing model is adopted by the B2C enterprise, a hierarchical model is established, using the Analytic Hierarchy Process (AHP) calculate the index weight, and on this basis, building the0-1mixed integer programming model of selection of the third-party logistic service providers and distribution problems of the optimal amount of logistics, then a numerical example is given.
