Hunan Universal Postal Service Problems And Countermeasures

The postal service industry is an important social public utility and an important communication infrastructure to the state, has been all along playing important roles in economic and social development, in guaranteeing citizens ' basic rights of correspondence and in offering universal postal service. Postal universal service refers to the business scope, service standards and tariff standards prescribed by the state, which provides the postal service to all users in the People's Republic of China and belongs to public goods or public services. At present, the postal industry has entered an important of strategic opportunities.However, some deep-rooted issues hindering the development of the industry still persist,such as the imbalanced,uncoordinated and unsustainable development of the industry. Which need to be resolved in future.How to continuously promote the equalization of universal services,build a universal service system covering urban and rural areas, benefit all the people,and sustainable development, and realize the universal service right of citizens.This paper makes a deep and systematic study on the general service of Hunan province. Firstly, the research background and its significance, the domestic and foreign research status review, research methods and research contents are summarized. Secondly, this paper makes a scientific definition of the connotation and characteristics of universal postal service, and expounds the theory of public goods,the theory of the right of citizenship and the theory of public service equalization, and clearly defines the basic theory of general service operation. Secondly, through the analysis of the basic situation of the general service in Hunan Province, the problems such as unbalanced development, lack of quality and speed of development are pointed out. Finally, for the problems and reasons, put forward to promote the postal universal service infrastructure construction, improve the trinity of the postal supervision system, promote the continuous development of postal universal service and a series of measures to enhance the general service of Hunan postal service. This to further enhance the general service support capabilities, optimize the development environment, improve the postal universal service infrastructure construction mechanism, and steadily promote the construction of public service platform, has a certain universal significance.
