With the development of economic globalization, technical barriers to trade (TBT) plays an important and reasonable role in the protection of national safety, human, animal and plant life or health, the environment and the prevention of deceptive practices as well, and is also gradually becoming an important means of trade protection. These days, the Technical Barrier to Trade has already replaced the Anti-dumping measures and become the first non-tariff trade barriers that the Chinese foreign trade enterprise face, TBT has great impact on Chinese imports and exports trade. As its profound and obvious technological characteristic, TBT is in direct connection with almost all inspecting and quarantining activities of one country entry-exit inspection and quarantine bureau. Inspection and quarantine bureau has closely connection with TBT, and they are the primary executants that constituting, actualizing, solving problems about TBT.Theory from public administration was used to solve problems about TBT in this study. This text has analyzed the characteristics, operation rules and development trend of TBT, the status in quo of TBT china is facing, the TBT effect to Chinese imports and exports trade, the inspection and quarantine administration mode and TBT actions of developed country and its advantage we should learn. At the same time, it analyzed the challenge Chinese inspection and quarantine department is facing. In the end, it brought up the Inspection and Quarantine Countermeasures Dealing with TBT.
