Countermeasures Research On Foreign Technical Trade Measures Through Qinhuangdao Inspection And Qurantine Bureau

With the advancing of economic globalization and the development of World Trade Organization, the traditional tariff barriers to trade are reducing gradually, but some technical measures to trade with the main forms of technical regulations, standards, conformity assessment procedures, sanitary and phytosanitary measures of animals, plants and foods, grow increasingly. Inspection and quarantine department is the administrative organ of our country to perform the function of inspection and quarantine on export and import products, supervising and authentication. It is the main body to develop, implement and resolve technical measures to trade. It is an important work for inspection and quarantine department to help enterprises to break technical measures to trade, reduce the loss taken by technical measures to trade and increase exports.Based on the consulting of domestic and foreign related research, this article firstly analysis the relationship of technical measures to trade and inspection and quarantine, expounds the connotation of technical measures to trade, basic functions of inspection and quarantine and its influence to inspection and quarantine. Secondly, through the questionnaire survey of the influence to Qinhuangdao’ export by technical measures to trade, it points out the characteristics of these influence. Thirdly, it summarizes the effects of Qinhuangdao Inspection and Quarantine bureau to deal with the technical measures to trade, and indicates the insufficient of the countermeasure. Lastly, combined with the upper research, it puts forward the countermeasures to technical measures to trade through Qinhuangdao Inspection and Quarantine bureau. The countermeasures are as follows, establishing a perfect countermeasure system, improving the mechanism of risk assessment and early warning, innovating inspection and supervision mode, enhancing the development of science and technology and talents, supporting the industry association, strengthening the cooperation between regional department and the Qinhuangdao Inspection and Quarantine.Using the research methods of questionnaire survey, literature research and case analysis comprehensively, the thesis finally raises effective countermeasures to break foreign technical measures to trade. It will provide theoretical support and practical guidance to the foreign trade of Qinhuangdao, and provide reference for inspection and quarantine department and other grassroots units of inspection and quarantine.
