"Treasuring and employing every inch land, protecting cultivated land" is our country's basic policy. With the development of the society and economics, urbanization and industrialization is accelerating, meanwhile, the rapid of cultivated land non-agriculture is quickening .However, part of transferred cultivated land is illegality in all of transferred cultivated land .The situation of arable land resource decreasing is tension day by day. The situation in big city 's suburb is especially outstanding. The cultivated land decrease rapidly that lead to the national grain security. The safeguard of farmers' rights and interests and so on are facing a series of challenges. On this background, the author study cultivated land protection and the driving forces of cultivated land non-agriculture.The author studied much domestic and foreign literature about cultivated land protection and influencing factors of cultivated land non-agriculture, which supply the help for the paper in theory and technique . In the paper, the author set the Wuhan suburb's cultivated land as object which from 1996 to now. The author analyzed the features of the influencing factors of cultivated land's transfer, the difficulty during the implementing protecting cultivated land. When the author study the driving factor of cultivated land transfer, who use a series of ways and means: the combination of standard and substantial analysis, quality and quantity analysis, correlation analysis, regression analysis, factor analysis and so on .After studied the affecting factor of cultivated land transfer, the author discuss the measure about implementing cultivated land protection, and make suggestions about the measure.In the substantial analysis about influencing factors of cultivated land non-agriculture, the author set Xinzhou district as object and introduce nine driving forces, which affecting cultivated land non-agriculture. In the data's analysis the author use statistic package SPSS. Through the analysis of main and regression, the paper have the following result: one, the economic development produces the biggest effects on cultivated land non-agriculture; two, The industrial structure adjustment also has great influence; three, the effect of population increasing is not great to cultivated land non-agriculture. From the above result, the author suggest the following measure for protecting cultivated land: law, programmimg, policy and the technique of cultivation .
