Study On Building The Innovation System Of A High And New Technology Industrial Development Zone

Developing High and New Technology Industrial Development Zone (Hi-tech Zone for short) is the important content of implementing the strategy of invigorating China through Science and Education, Scientific-Technical Innovation. In recent years, hi-tech zones come into the phase of "Second Startup" universally in the era of the Knowledge-based Economy that considers information technology as a lead, in the face of new circumstances, building the innovation system of hi-tech zones timely has become a necessary choice of the sustainable development of hi-tech zones. With China's Entry into WTO and the acceleration of the process in the integration of global economy, the new situation also raises a higher claim for the development of hi-tech zones, hi-tech zones must quickly conform to the world, and build the innovation system of hi-tech zones omnibearingly.At present, the studies on building the innovation system of a hi-tech zone in our country are not many, under the background, I use the theories relate to sci-tech industrial parks and the innovation system of hi-tech zones, define the innovation system of a high and new technology industrial development zone as a complex that combines innovation networks with innovation environment of a hi-tech zone organically, has regional characteristics and can promote innovation; the innovation subjects in a hi-tech zone (enterprises, universities, scientific research institutions, intermediaries, venture capital agents, government) establish a relatively stable, long-term formal or informal networks of relationships through interaction and synergistic innovation, and integrate with innovation environment, in order to enhance the innovation capacity and competitiveness of a hi-tech zone. This paper expounds building the innovation system of a hi-tech zone must be made efforts on building the innovation networks of a hi-tech zone and building the innovation environment of a hi-tech zone: building the innovation networks of a hi-tech zone must cultivate effectively the innovation subjects, forming the innovative subject networks and perfect the dynamical mechanism of networks; building the innovation environment of a hi-tech zone must strengthen innovating the infrastructure environment, the social-culture environment, the learning environment and the control environment.
