| With the knowledge economical era coming, technology innovation has become an important source of economic development, and technological innovation ability is one of the important conditions to promote the market competitiveness. Daqing is a resource-based city which was found by petrochemical resources, and six industry which include petroleum chemical industry, machinery manufacturing, new materials, electronic information, modern medicine, agriculture and animal husbandry products deep processing has become the pillar industry of daqing high-tech zone. Thus the rapid economic development of daqing high-tech zone can effectively promote the transformation process of Daqing city.In this context, research on the tech-innovation abilities evaluation and countermeasure of the new and high-tech zones in Daqing city has impotant realistic significance. Firstly, this paper analyzes the effect and relation of technology innovation to the new and high-tech zones, on the basis of depth studing the views of domestic and overseas scholars and correlation theory to technology innovation ability, this establish the theory foundation for the following empirical research. Secondly, it determined and screened 6 second-class indexes and 18 third-class indexes, and uses DEA to evaluate which can realize advantages of strong objectivity and easy to operate. Finally, the paper put forward concrete coutermeasure of promoting technology innovation ability, based on the assessment result and ingerdients of technology innovation ability, from the both aspects of input and output of technology innovation. This paper studies the tech-innovation abilities evaluation and countermeasure of the new and high-tech zones in Daqing in order to offer references to other cities improve the ability of technology innovation and make relevant policy. |
