The Impact Of Innovation Activities And The Establishment Of The National New And High-tech Zones On Total Factor Productivity:An Empirical Study

For promoting the development of industry and increasing the Total Productive Factor(TFP),Chinese government puts forward the strategy of innovation and establishes many National New and High-tech Zones(NNHZ).But weather these policies have made sense is uncertain.Due to the requirement of developing economic,drafting policies and theoretical research,this thesis studies the relationship among innovation,NNHZ,and TFP.And the thesis also fills the gaps of theoretical research and give some advices to policy maker.This thesis calculates the TFP of 29 provinces of China and studies the relationship among innovation,the policy of NNHZ,TFP and TECH based on the panel data between 1997-2014.The study shows that technical progress is the main reason for the increase of TFP and the development of TFP are imbalance in different area.Though the TFP of eastern area is the highest,central area and western area are raise faster than eastern area.The relationship between innovation and TFP and the relationship between TECH are stable and outstanding.And the way how the innovation is measured is no influence.But the influence between direct effect and indirect effect of NNHZ is different.The direct effect is negative but the indirect effect is positive.This results show that NNHZ can be an obstacle to the development of TFP,but it could provide a better circumstance for innovation.From the analysis:Government should pay more attention on TECH when they try to boost the increase of TFP.And the development of TFP is the result of innovation,so innovation should be the best policy to be continue.Adding the input of R&D,increasing the amount of patent and maintaining high innovation efficiency are effective solution.Beside that,the phenomenon of unbalanced development in China is crucial,so particular policy to certain area is important for eliminating the differences among different areas.The development of NNHZ should be accordant with the area and let the corr-development of the whole area as the final goal.Only by developing with the consideration of innovation and NNHZ,the transformation of industry and the increasing of economic could be realized.
