With the economic globalization and knowledge economy era, global hi-tech enterprises have developed rapidly, it has become the important economic growth. High-tech enterprises are different from the traditional enterprises growth mode and development characteristics. In the process of innovation, it must introduce the new innovative elements from outside. It shows that the enterprise innovation behavior is closely related to the external environment. Innovation environment have a direct impact on enterprise innovation will and innovation ability. In recent years, there is a growing tendency for independent innovation of high-tech enterprises. High-tech enterprises for independent innovation have encountered many problems. Since the knowledge renewal speed up the pace, the product life cycle has become short, the upgrading of products and technologies are Showing accelerated trend and enterprise external environment becomes more turbulence and uncertainty.Based on the theory of independent innovation and innovation environment, we divided Heilongjiang high-tech enterprise innovation environment factors into two parts:1) the external environment; 2) the internal environment; there are many factors of external environment, such as legal environment policy; market environment; resources environment; science and technology environment; Social service environment and social cultural environment. For internal environment, innovation investment environment and innovative management environment belong to it. Through the analysis of Daqing high-tech enterprise innovation and environment development course, we discussed the relationship between enterprise independent innovation environment and innovation environment and carried on the theoretical analysis to two kind of essential factors in the high-tech enterprise independent innovation process function. We had been clear about each environment essential factor function direction and carried on the quality synthetic evaluation by using the AHP-fuzzy comprehensive evaluation method This article has determined the characteristic and system goal of high-tech enterprise independent innovation. It carried on the analysis to the high-tech enterprise independent innovation system both in structure and function and expounded the high-tech enterprise independent innovation system movement mechanism. We analyzed the influence systematically of the external environment to the high-tech enterprise independent innovation. We get the causal graph of Daqing high-tech enterprise independent innovation system and proposed the systems dynamics model of itThis article has forecasted the various variables trend of development through the model simulation and gets the influence of environment factors to Daqing high-tech enterprise independent innovation by changing the parameter.The simulation obtains the result may provide the reasonable instruction and the powerful basis for the government to construct high-tech enterprise independent innovation environment.In the last, we had determined consummate countermeasures of Daqing high-tech enterprise independent innovation environment by using AHP-fuzzy comprehensive evaluation method and systems dynamics simulation; we provided the main measure of Daqing high-tech enterprise independent innovation ability, such as government procurement, market mechanism, the intellectual property rights,the innovation fund management mechanism, the venture capital and so on the external environment. There are also many factors of internal environment, such as Attracting the talented person, the scientific research investment, the innovation culture and so on.
