With the advent of the "Third Industrial Revolution",high-tech innovation has reached a highwater mark.The developed countries represented by Europe and America are conducting "re-industrializatio" strategy and "manufacturing return"strategy,and the global industry has experienced significant change.Having a transition economy,China is facing urgent need to transform the economic development pattern,so as to achieve innovation-driven strategy.In this critical transition period,Chinese high-tech industry is confronted with more complex development environment,and has also new development opportunities.Nowadays,many industries in China are lack of key technologies,and the capability of independent innovation.There is an urgent need to increase the speed of technological innovation,achieving endogenous growth.There is still a long way to go for China before it catches up with high-income countries such as the USA and Japan.Against this background,grasping the innovation status of high-tech industry,analyzing its hindering factors of innovation,and then achieving sustainable development,are significant in the adjustment process of the way of economic development.The innovation of high-tech industry is an important research topic in the technological innovation area.The current research mainly focuses on the innovation efficiency evaluation of high-tech industry and the influencing factors of high-tech innovation.However,few research analyses the innovation activities of high-tech industry from the perspective of innovation system.High-tech innovation is a complex and systematic activity,which is influenced by multiple factors,and the innovation process has staged nature.Considering the systematic nature of innovation activity,the innovation process of high-tech industry and its development environment interact with each other and become co-evolution.Focusing on the innovation of high-tech industry,based on innovation system and innovation value chain,this research firstly review the related literature on the innovation efficiency of high-tech industry,the influencing factors of high-tech industry innovation and co-cvolution,so as to summarize the research status and find the research gap.On this basis,this research analyses the innovation disparity from both perspectives of external industrial environment and internal innovation process;we further explore how the industrial environment and high-tech industry innovation evolve and develop with each other.Finally,we sum up the whole paper and offer the prospect,which points directions for the future research.To be specific,the key contents and main conclusions of this research are as follows.First,the elaborate theoretical overview on regional innovation system,sectoral innovation system,and innovation value chain.It mainly centers on the following aspects:the theoretical connotation,the practical application,and theoretical implication,which provides theoretical foundation for the following research.Second,the concept framework of internal innovation process of high-tech industry.Based on innovation value chain,this research divides high-tech innovation process into R&D stage and commercialization stage.By analyzing innovation inputs and outputs,incorporating both shared inputs and additional intermediate inputs,we construct the conceptual framework of high-tech innovation process,which lays the foundation for the efficiency evaluation of internal innovation process.Third,the construction of two-stage network DEA model and the evaluation of innovation efficiency of high-tech industry.The analysis of R&D efficiency,commercialization efficiency,and overall efficiency shows that the average R&D efficiency is larger than the commercialization efficiency.Such results indicate that more emphasis should be put on commercialization activities rather than just emphasizing R&D investment.Besides,there is a regional character to China' s high-tech industry,so policy-makers should adjust measures to local conditions for guiding innovation activities.Fourth,the influence of external environment on innovation activities of high-tech industry.Based on the framework of regional innovation system and industrial innovation system,this research proposes a definition of the industrial environment within which China's high-tech industry exists.That is,industrial environment,is defined as "the industry-embedding regional environment,which includes a multitude of supportive elements impinging on the industrial innovation capacity and efficiency through the market and non-market interactions in the same region''.Then,by a factorial analysis,three main components reflecting industrial environment are obtained:regional development conditions,regional consumption potential,and interactions between innovation actors.Fifth,the relationship between industrial environment and innovation efficiency of high-tech industry.By the DEA-Tobit regression method,this paper explores the differential impacts of various facets of the industrial environment on technical efficiency,pure technical efficiency,and scale efficiency.The results indicate that regional development conditions are closely related to the development of innovation activities;that the exploitation of the underlying consumption is in favor of the promotion of high-tech innovation activities;and that the interactions between innovation actors can also spur the high-tech innovation activities.Sixth,the co-evolution between industrial environment and internal innovation process of high-tech industry.Based on systematic perspective,this research divides the innovation system of high-tech industry into industrial input sub-system,industrial transformation sub-system,industrial output system and industrial environment system.
