With the development of the science and technology, we have step into knowledge economy era. Therefore, knowledge has become the important source of gaining fortune. As the exclusive and live carrier of knowledge, talents naturally become the object of enterprise competition. Meanwhile, in most enterprises, employees'compensation has come up 30% of the total cost, thus the compensation management is increasingly important and complicated. Many enterprises of outside and inside country, especially knowledge denseness enterprise, more and more pay attention to the importance of human resource management in the sustainable development of enterprise. As a sensitive and important part in the human resource management, the compensation allocation and performance management play an important role in cultivating core competition ability of enterprise and achieving long- term development goal.Allocation system reform is an important part of enterprise management, which has very important significance to enhance employees'enthusiasm, to stimulate whole employees to strive together for a goal and achieve the goal of enterprise management. For a science and technology enterprise, it is made up of researcher, experiment personnel, technology personnel that serve in the front line, manager and logistical personnel. Therefore, how to design reasonable compensation system to different kinds of personnel is one of the most concerned problems for enterprise leadership.The total goal of allocation system reform in the science and technology enterprise is to set up a new systemic, scientific and operable allocation mode that accords with modern enterprise need and embodies the characteristic of science and technology enterprise. The new allocation system completely resolves problems of unreasonable compensation allocation structure of manager, researcher, market staff and other employees, poor treatment of researcher and severe brain drain.This paper establishes a new compensation allocation system and perfects former bonus allocation system after investigating and analyzing the allocation system actuality of Oil Extraction Technics Academe of Oil Management Bureau in Sinkiang, and borrowing study result of allocation system design from inside and outside country. Meanwhile, this paper also studies and designs position evaluation method, performance-assessing system.
