In the face of the diversification and individuation of market demands, the economy's globalization and the research and development cycle of product being shortened, it's inevitable that enterprises do their innovation works by virtual organization mode to obtain their wanting core ability. This paper is just for the thechnology innovation background, and based on roundly analyzing the actuality of the interrelated research home and overseas, studies enterprise thchnology innovation project operation based on virtual enterprise operation mode.The paper firstly analyzes the approaches of originalities for the virtual cooperation thchnology innovation, puts forward the three phases selection model, and aiming at these valuable originalities which hegemony can't realize independently, discusses the mode selection of originalities' design and manufacture. Secondly according to many existing partner appraisal index systems, by many investigations and the index significance appraisal, the valid many phases appraisal index system is confirmed, considering the appraisal indexs rather being qualitative and integrative, the four phases appraisal scheme of design and manufacture partners is given based on blur hiberarchy analyse method. Afterward, in term of venture management theories, the design and manufacture process venture management is divided into the identification, evaluation and keeping away of process venture, confirms all kinds of ventures of design and manufacture process, and considering the correlation degree and probability of venture, by ABC management method, some detailed prevention measures are put forward for A and B kinds of venture. Lastly, the client satisfaction degree for new product is measured, and the results are fed back to some design, manufacture and sell steps in order to improve the client satisfaction degree by sustaining betterment. And then aiming at the methods and results of this innovation, this author think that these manufacture enterprises should make thchnology innovation diffusion to boost their competion ability. At the same time, combining the fact of a certain road construction machinery enterprise, by the situation of acquiring information, parts of demonstrations are studied.
