This paper bases on the analysis of Virtual Logistics Enterprise (VLE) establishment, emphatically conducts the researches of VLE partner evaluation index system and partner selection method. By describing the advantages of VLE and the present situation of logistics sector in China, it points out that the logistics enterprise adopt virtual management is the intrinsic request of modern logistics development, and it is a effective way for our logistics enterprises to save logistics costs, to make resources disposition reasonable, to enhance enterprises' competitive power. In profits from the domestic and foreign correlation research results in the field, it defines VLE's concept, analyzes the difference and the relationship between VLE and logistics outsourcing, VLE and logistics enterprises cluster, VLE and logistics enterprises dynamic alliance;Explains VLE's certainty and its operation superiority by the transaction costs theory, points out that the transaction costs is a cost element which cannot be neglected in partner selection process;Analyzes various VLE organizational structure type and their influent factors, points out different organizational structure needs different partner;Sets up VLE construct process model by using the function model of the integrated definition method, describes the relationship between partner selection and other constructing steps.Unifies above analysis, it proposes a systematic, dynamic three processes VLE partner selection model based on the cooperation goal: In the primary selection process, it makes a qualification index to eliminate unqualified candidate;In the screening process, it designs a VLE partner evaluation index system from four aspects: the logistics ability, the operation costs, the grade of service and the operation risks. And proposes satisfactory index interval and ideal index value, divides the evaluation index into four factors: the qualification index, the threshold index, the optimal index and the designated standard index. It Makes the evaluation index system much more effective with realities. By using the extension dependence function to compute theinterrelatedness degree and the priority degree of every candidate, so as to objectively select some better candidates to participate optimal process;the optimal process establishes an integer-programming model to solve the multi-objective optimization problem. It surveys the cooperation combination comprehensively from three aspects: operation costs, grade of service and operation risks. For the reality that different costs between different partners, which are always neglected in the past, it proposes the concept of joint-cost that includes transaction costs, and utilizes it in the optimal process. And it computes the integer-programming model by using the Dijkstra arithmetic of shortest path theory so as to enhance the choice result validity. At last it gives an example of VLE partner selection. |
