With the rapid development of social economy and information technology, the third part logistics can't meet the demand of the market and competition. To industries, a virtual logistics enterprise which owns the characteristics of fast, flexibility and dynamic, is the expected model. How to construct, organize and operate a virtual logistics enterprise has been the important research field of the theory. Based on such studying background, the dissertation studies the partner selection problem of the virtual logistics enterprise, combining the operation mechanism and organization model of the virtual enterprise and the characteristic of virtual logistics enterprise. First of all, the dissertation analyzes the current condition of the development of modern logistics in the world, points out that virtual logistics enterprise is an efficient organization model adapting to the change and uncertain competition environment, and puts forward the partner selection problem of virtual logistics enterprise, on the basis of representative achievement of partner selection of virtual organization in the world. Then with the groundwork of the definition and analysis of concept and operation mechanism of virtual logistics enterprise, the dissertation discusses the complicated problem of partner selection of virtual logistics enterprise, and after the analysis of advantage and disadvantage of the current partner selection methods of virtual logistics enterprise, the dissertation brings forward the partner selection method with the particle swarm optimization arithmetic. Subsequently, the dissertation modifies and designs new particle swarm optimization arithmetic to perfect the solution to partner combination of virtual logistics quickly, based on the exact study and analysis of the basic theory, mathematic characteristic and application actuality of new particle swarm optimization arithmetic. In the end, the dissertation validates the efficiency of the arithmetic and proves the feasibility of the method according to the demonstration. The innovation of the dissertation is below: the process model of the two phase partner selection, amendment of the particle swarm optimization arithmetic and the application of the arithmetic in the partner selection of virtual logistics enterprise.
