Economic globalization makes manufacturing industry face unprecedented challenges, while simultaneously bringing great opportunities for manufacturing. Before this change, however, the traditional enterprises which relyed on their own internal resource integration found it difficult to meet the fierce market competition. However, the virtual enterprises, with flexible organizational structure and market demand for rapid response, are rising steeply. Building a virtual enterprise one would need to consider a lot of problems. Among them, partner selection is one of the most key problems. A proper partner will ensure the smooth operation of the virtual enterprise, while also improving the quality of products and economic benefits. Under such considerations, this paper introduced a synergetic theory to study the problem of virtual enterprises’partner selection, aiming at developping a kind of virtual enterprise partner selection system, which based on synergetic theory.On the basis of carding and analyzing recently domestic and overseas relevant achievements of partner selection, and then, we pointed out that the importance of degree of system synergetic between partners in the problem of partner selection. The basic principles of partner selection and the effect factors of partner selection were described, and further the complexity of the partner selection was analyzed. Afterward the partner selection of synergetics was discussed, and the rationality about the principle of synergetics, which applyed to the partner selection, was clarified. We treated the maximizing degree of system synergetic as the optimization goal based on synergetics theory, and developed an optimized model of partner selection. After that, we designed a hybrid invasive weed optimization algorithm(HIWO), which embedded a chaos to solve the model. On this basis, we set up a multi-objective optimization model using the maximizing degree of system synergetic, the minimizing total cost of production and the minimizing delivery time as the goals, which were under the environment of production data for interval number. The model then was solved by the HIWO. Finally, we using the J2EE technology to develop a prototype system of virtual enterprise’s partner selection based on synergetic theory, which the design of function modules as well as system database was included.By solving the optimization model of partner selection, which set the degree of system synergetic as the optimization goal, we can obtain a set of partners with the best degree of system synergetic. The partners therefore can complete the entire project together with optimal coordination. In addition, by solving the multi-objective optimization model of partner selection, which was under the environment of production data for interval number, we found one can achieve a set of partners with a better degree of system synergetic, lower manufacturing cost, and shorter delivery time. Also, the optimization model of partner selection was more meet with current situation. Therefore, the feasibility of the optimization model of partner selection was verified, which was based on synergetic theory. In the end these results also provided an effective theoretical basis for the partner selection problem in the practical engineering research.
